Depending on the cause of failure, yes.

If the paint is not applied properly, and so the layers start to separate, then nothing will stop that.

But strong contaminants can also cause damage, and in that case, removing the contaminants, and using a wax as a sacrificial barrier would help.

Keep in mind that things like clay and paint cleaners work a bit differently, as well as just washing, so can remove different things.
