  • Weird spotting on car panel

This fender on my car was painted last year after I had some body work done and this summer is the first chance I've had to polish the car since then. There were spots that I assumed were water marks since I didn't get to wash the car often at school and it sat outside. I've done 2 passes with m80 so far and it's had little if any affect. Before I tackle it with something harder like 105 and just work myself for no reason, has anyone seen this before?

I did my best to capture it. They're like milky white spots that honestly look like discoloration under a halogen bulb. No idea what to do here.

No it was clear coated just like the original paint. I continued the rest of the panel after posting and it looks like some spots came off a little more in other areas but for the most part they seem pretty stubbornly on there. The thing is they just don't look like normal water spots.
