    I would use a dedicated adhesive remover such as 3M's or equivalant to make sure everything is stripped clean from the surface. I wouldnt bother with an IPA solution.

        If the scratch is down to metal make sure any rust is removed and apply thin coat of primer. You can get a small tube from most auto stores (duplicolor, etc). Make sure the scratch is clean of old wax or sealant and anything that was silicone based. Wash the area with APC, Dawn, etc or as suggested the 3M adhesive removal solvent. There are other alternatives that several auto stores carry including pre packed wipes with solvent. These will be either with the paint or where they keep bondo, etc. Regardless of what is used you want a clean surface but don't get so aggressive as to make the problem worse. No dirt, no rust, no silicone and the repair should adhere correctly. Allow the paint to cure for a few days and then you can go over with a small amount of compound, Scratch X, etc and VERY LIGHT touch to blend in the repair. Light touch is the key, otherwise you end up removing most of the touch up paint and will have to start over. Wait a couple of weeks and you can wax over the repair and surrounding area.
