I have Silver 3M vinyl striping on an 07 Mustang GT and it has recently started to show water spots. Any recommendations to improve/restore appearance?

Try some Ultimate Quik Wax, it shouldn't hurt it at least...

I have tried waxing and also ultimate Black Plastic Restorer. Still have the water spots on the Stripes. Also tried Vinegar and water. Any other ideas?

If vinegar and water didn't remove them, then it sounds like you've actually got some etching into them. Etching from water spots can even happen to paint, which is much harder than vinyl stripes. But paint can be polished and leveled, something that vinyl rarely lends itself to. You might try a light paint cleaner like ScratchX 2.0, but in all honesty we're pretty hesitant to really recommend it. An abrasive cleaner, even a mild one like ScratchX 2.0, could potentially do more harm than good on this surface. If you do decide to try it (and understand that doing so carries no guarantee since ScratchX 2.0 was not developed for that surface) go very gentle to start. Stay away from terry cloth and even microfiber applicators and stick with a foam wax applicator - and start very easy. If two or three light to fairly moderate applications won't do the job, it's likely nothing will without a very high risk of damage.
