Pics may help, dull or cloudy leaves a lot of possible causes/problems.

What kind of wheels are we talking about here - factory polished aluminum with a clear, or the very common silver painted factory wheels, or something else all together? All too often we see factory wheels of this age, especially clear coated polished aluminum, that haven't been very well taken care of and that leads to a finish so degraded that you can't just pour something out of a bottle and fix them completely. As Murr said, pix will help.
