You need: glass cutting/ leveling disc(s), glass abrading product (containing cerium oxide), rotary buffer (dual action polisher would be a second choice).
After good clean with glass cleaner start leveling the affected area at about 1000-1200 rpm. Watch out for heat build up as it can permanently reshape the windshield. If too hot to touch move to different area. Polishing/ leveling glass takes time as it's ten times harder than car paint.
Cerium oxide is pretty messy so cover the surrounding areas as much as you can.
After successful scratch removal polish it with glass or paint polish using polishing pad for smooth feel.
