I am sure it would. It has some obvious benefits, but a few downsides as well. I'd be curious to try it out on a very dirt vehicle to see how well it actually breaks down grit that could be potentially damaging to the paint.My automotive related blog! http://hereishowiviewthings.blogspot.com/

Well I got this idea from a cleaning thread. A detailer used it to clean a very dirty interior. I asked what model it was, and it was a 130$ unit from harbor freight. A little google turned up quite a few youtube videos of people using steamers on exterior.
