Hello all. Car in question is a 1989 Honda Prelude. The car has severe partial oxitadion only on the roof and trunk. The hood looks great. Do I need to buy/rent an orbital buffer or is this a job that can be done by hand, and if so what product(s) do I need to buy to remove the oxidation and protect the pain from the Phoenix summer that is looming shortly ahead? Once again the hood and sides of the car shine really nicely, I only need to get the roof (that has a moonroof) and the trunk. The photo should give you a good idea even I'm in the shade. The hood shines, the roof and trunk do not.

From what it appears and what you describe, judging by the age of your car and that it's a Honda, you have clear coat failure and the only fix is to repaint. A closer picture in sunlight will make it easier to tell for sure.
I too would like to see a closer picture with the car in the sun in order to better judge the situation. Do you have any by chance?
