Mysterious blue dot on wheels...

Hello everyone,
my car had some blue dots on the wheel...
those blue dots cannot be removed by a normal car wash or AUTOGLYM Wheel Cleaner...
Do you guys have any suggestion?
How about Meguiar's Gold Class Bug and Tar remover spray?

I bought my car used...
when I got it, it already had those blue dots...
