For the tires and wheel wells I use a soft bristle brush that I got from Pepboys a long time ago. Works fine. If there is something that is tough to come off I use a stiffer bristle scrub brush in the wheel wells.
For the wheels themselves I use an older MF towel and GC and water. For tougher jobs APC+ 4:1.

Tires = Megs Tire brush
Wheel face = Swissvax wheel brush, old sponge, Meguiars Wheel face brush
Wheel barrel = Raceglaze XL brush
Rocker panel = Meguiars body brush if you can find one, or a top quality boars hair brush
