It happens when i use swirlx or UC by hand and i can't remove it off completely.
That looks like dried product. Whenever using a compound or polish you NEVER want to let the product dry on the surface. Only waxes or sealant should be let to dry completely.

Use a little more of the same product (like dissolves like) and gently remove it.

I would suggest some M205 and a yellow meg pad and get your garage temp up to about 60 degrees F. I think this will get the hazing and micromarring out and this should leave you with a nice shine.

Oh... and RSnider... I hope you survived the Blizzard of '09. It left a mess down here in Lawton!

The snowfall wasn't too bad here in Tulsa but the city/state did nothing to prepare the roads, so the sleet before the snow really made the roads a mess.

As for my car, the PC I have is borrowed from a friend and he needs it back on Monday and given the amount of time I've already spent on my car in the past few weeks, I've decided to call it quits, cover the swirls with P21s paint cleanser, apply a few coats of P21s 100% carnuba wax and wait until the summer when it is warmer and I can hopefully afford to get a proper buffing kit of my own.
