    Hey; I've only been in the detailing game for a short while, my experience is limited. I am basing my prognosis on what my neighbor's paint texture kind of looked like, she has complete clear coat failure now. I would wait for the opinion of someone more established.

      It does look like it could be the very early stages of clear coat failure and, unfortunately, there really isn't any way to stop it once it starts. Quite often the clear fails at the bond with the color coat - not always, but it is quite common. There is simply to no way to address the bonding issue between the two layers, so once it starts it spreads like a cancer. Certainly there is no harm in cleaning and waxing the area, but don't expect it to cure the problem or even buy you any significant time.
