Im planning on using scratchX 2.0 on the entire car. Is it necessary to clay before using scratchX 2.0?

Not claying leaves contamination on the surface that can detract from the gloss of the paint, and obviously make the surface less smooth as well. This can also inhibit wax from bonding as best as it can and reduces its longevity.
But, to reiterate the answer to your original question, NO, you do not need to clay in order for ScratchX 2.0 to work properly
