can i use #80 or #83 with DA to remove any kind of paint transfer?

Well, it depends on the amount of paint transfer you are talking about. I don't think M80 or M83 will be strong enough to remove it completley, although I could be wrong. A good consumer product might be Meguiars Ultimate Compound. I'd stick with hand application for the UC though, it will allow you to apply more pressure to certain spots for extra correction.
A couple weeks back, I had someone swipe my bumper as I was leaving the bank and left a horrible paint transfer on a plastic bumper. I used a little M105 by hand and it cleaned up in about 5 minutes. If I didn't have any M105 handy, I would have picked up some Ultimate Compound and given it a shot.
There is a thread where a MOL user had some paint transfer on his Scion and it cleaned up very well with Megs products.
