wuts the best process to remove thick brake dust from wheels? i tried wheel cleaner and scrubbing but the wheels are still a blacky

Hmm...Eagle 1 Wheel Cleaner seems to get decent reviews.

Helps to let us know what they wheel is made out of or coated with; a picture helps a lot too...
