I have Coated Aluminum wheels and for some reason I keep getting a film and what look like run's on them!! Any suggestions. Iv'e tried Ceaner wax. I use Wesley's Bleach white on my tires if that help's! Thank's

Sorry to say, but it sounds like you may have stained your wheels from the Bleach White. Like Mike suggested, try using something like ScratchX but if it is stained, it will not help much. You did not by chance use a product for cleaning the wheels that was designed for uncoated aluminum?

A simple test would be to get any light paint cleaner, a clean applicator pad and then apply and work a section of the wheel. Wipe off the residue and inspect the area you worked as compared to the surrounding surface and see if you see any improvement.
If the wheel has a clear layer of paint then hopefully the stain is only on the surface of the paint a paint cleaner like ScratchX should fix the problem.
You should also see a shiny, glossy surface where you worked.
If the finish on the aluminum is flat or matte, and the ScratchX has no effect then chances are VERY good that you have anodized wheels. If that's the case All Wheel Cleaner will stain them and I believe if you look on the back label of the bottle of All Wheel Cleaner it warns against using it on anodized aluminum.
There is no way to undo damage to anodized aluminum without first sending the wheel to an anodizing shop and having them strip the anodizing off the aluminum through a acid bath washing process.
I've had part anodized and de-anodized and it's not complicated and in Oregon where I had it done it wasn't too expensive so if you can confirm that the wheels are anodized you might then look for an anodizing shop.
Personal opinion... when buying wheels, stick with chrome as it's pretty much impervious to any kind of chemical attack all you have to do is keep the surface clean and free of any dirt or moisture and it will probably out last you.
Or stick with polished aluminum because anyone can work on polished aluminum. As soon as you get into coated aluminum and anodized aluminum, when something goes wrong the average person must pay someone else to work on them.
