I have heard a lot of bad things about pressure washers. I have heard they can inflict swirls onto the paint. Is this the case? If so why would you want one?

Well, if you stood next to the cars paint with a high pressure water spray and held it there, then yes, I guess you could strip the paint or do other bad things. You have to use some common sense about how close you hold it, turning the pressure down, etc... I've personally never seen or created any swirl marks from using one and I have a black car that I wash with it along with all the details I do on weekends. The way I use it on the paint doesn't have any more pressure really than a sprayer on your garden hose, then on the nasty underside parts and wheel wells, I turn it up.
