My Pacifica has the original plastic chrome wheels that became stained from the mag chloride used on the roads here last winter. How do I remove these stains without damaging the wheels?

Kevin Brown has had great luck using M105 as a polish for chrome, faux chrome (plastic) and I think stainless steel. Or...try Meguiar's chrome polish, or NXT All Metal Polysh.

I assume you mean chromed plastic wheel covers?
Chrome plated plastic is very thin and you parts are possibly etched beyond repair but try one wheel cover as suggested above.
also prone to peeling at edges.
For what it is worth, Eastwood Automtive has a better than average "chrome pigmented aerosol" that may help if not masking detail is required
They have a good line of restoration materials and other items.

As long as the stain is topical, that is sitting on the surface then you can probably remove it. If the stain is etched into the plastic chrome then there's not much chance you can remove the stain and leave the chrome looking good or original.
The least expensive thing you could try would be to get a bottle of Deep Crystal Paint Cleaner and apply some of this using either a clean, soft foam wax applicator pad or a microfiber applicator pad all of which can be found at any auto parts store.
