Well some of the damage is down to the primer and there are numerous chips and deep scratches (I guess they did not show up well in the pictures) and the bumper is completely pitted...when move your hand against it, it feels really rough and textured.
Do you mind posting some pics of the areas that are down to primer?
It looks like someone took a wool pad and a compound and never bothered to remove the holograms left behind.
In the final picture, it does look like he burned through the clear.
Holograms are not that hard to remove, but there isn't a way to correct a paint burn. Try some ScratchX with a lot of passion on the holograms and go from there.
