Hello, does anyone know if a 97 mustang cobra rims are clearcoated? And if so can i clean like my body paint..ie wash/clay/scratchX/polish/wax???

Are these wheels aluminum? (I'm guessing they are)
I don't own a 97 Cobra, but if I did, and I wanted to know if it had a clear coat or not, I would take a little paint cleaner, like Meguiar's ScratchX, or any good quality, non-abrasive paint cleaning product, like a cleaner/wax and rub some onto an inconspicuous place using a piece of white cloth like a t-shirt or a terry cloth towel, and look to see if I pulled a gray looking color, or nothing at all.
If they're uncoated, applying a little paint cleaner to the rim should result in some gray color coming off and onto your polishing cloth. This would be oxidized aluminum. You could also use a metal polish, but if the wheels are clear coated, you risk scratching the clear coat as some metal polishes contain abrasives that scratch.
IF your wheels are clear coated, you may pull a little brown or slight gray color, this could just be surface dirt and a repeated test in the same area should result in no color transfer at all.
If your wheels are clear coated, then you want to treat them exactly as you would a painted surface. This means following Meguiar's 5-Step Paint Care Cycle , i.e. wash, clean, polish, protect and maintain.
Wheels are hard to work with because of their size and shape, but with a little effort you can clay them, clean them, polish and wax them.
