Is that single stage or base/clear coat? Easy way to tell is to take some paint cleaner with a white cloth and work it in the paint. If it turns out red, than you got single stage and you can polish that out with medium to aggressive paint cleaner and than finish it up with a pure polish like #7 or DC#2. I would personally use ColorX or better yet with D151, lots of drinks, and the help from a friend over the weekend.
However, if it doesn't turn red, you have a two stage paint, which means that will not polish out and rather needs to be resprayed. Just eying the picture, it does look like a two stage paint sadly.
How do I work the colorX in? What kind of paint cleaner should I use, can ya give me a link to something in mind.
There's no reason to test anything on that car as already mentioned, nothing will fix that type of problem except a new paint job. Never tell a customer you can fix clear coat failure.
