I have never used M9 so unfortunatly i cant speak from experience but i can speak from knowlege and say that i think M9 would be more effective and it is made for a different market and DC paint cleaner is for use by hand and M9 i beleive can be used with a Rotary. DC paint cleaner would be the least agressive of Megs paint cleaners if i remember correctly. Let me see if I remember well and can put it in the right way
I lot of people ask this question and it's because they don't really know the background of Meguiar's (I know I didn't, but I've learned some of it). Meguiar's started way back, 100 + years just focused on the professional side of the business, that's why we have the professional line but then like in the 1970's they started with the Customer market or Enthusiast. It's like two different product line done by the same company, so that's why we can see some product in the professional line and the customer line alike.

ScratchX is for removing light swirls, scratches but because it's from the Customer Line the method of application is DA or hand, not formulated to be used using a rotary buffer.
Both are about the same in aggressiveness, the only difference is that one you can use it using a rotary buffer and the other one you can't.
Some things that you can find in almost all the product of the professional line compared to the customer is the container (bigger in the pro line) and that some products of the Professional Line are Body Shop Safe, like this one, that is safe on fresh paint.
Another thing is how accessible is one from another, how easy one is from the other to obtain it.

Even though they're different types of products and different formulas, they will give clean shiny paint ready for either further polishing or applying wax.
What are you working on?
How are you applying your products?
What are you trying to accomplish?

Thanks for all the replys. Mike, I am working on a 1993 black benz 190E. The paint is shiny but there are alot of swirl marks and some deep water spot stains. I am using a PC and edge 2000 pads. I started with DC paint cleaner and ivert did a great job. Paint was very glossy, but I could still see some water spots and swirls on the trunk, hood and roof. I was hoping that M9 could get at least more of the swirls out. Maybe I should go to M80 or M83. Guidance please. The first thing I did after I washed and dried was to clay the entire car. I had to actually use a bar and a half to finish.

I would try something like #80 Speed Glaze and skip the #09 Swirls Remover, DC1 is kinda of the same in aggressiveness as DC1, like I already said, so if you are working with a PC then I would just skip M09 and jump to #80
