If the clear coat level on a car it is too low can you apply new clear coat or you have to repaint the car from the beginning? And what about if on the top there are too many layers of wax/sealants/glazes etc?

pampos well when you redo the clear coat on the car either in sections or the car as a whole. they sand down the clear coat. at this point if you go to a good shop they will look over the paint and say either it is good or you need to have the paint reshot on the car cause it was the cause of your clear coat comming up.
but if you had deep scratches and the clear coat was removed they will most likely sand the paint with very fine sand paper clean it up and re shoot the clear coat. worked around body shops servicing paint booths. so learned a bit about paint.
