As far as how often:
1. It is very mild, so it could be applied safely every month for years and years...
2. Because it is mild, if your finish is a bit uncared for, you could well apply two well worked in coats the first time you detail to get the paint completely clean. It is not a swirl remover, but 2 coats should get all the old dirt off at least. Even doing the steps Clean, Clay, Clean can be done to cars in very bad shape.
3. If your car is well maintained, and you are just doing your monthly or so detail, you shouldnt really need two coats, but if the build up on your car is that bad, or just in one area, it can be done.
Do you mean Deep Crystal Paint Cleaner? If so why would want to use it more than once? If its not getting ride of the swirls because its a very light paint cleaner try some scratch X. If that doesnt do the job get some M80 or M83.

There arent *coats*. You work it into the paint and wipe off while still wet. Work a small section at a time (12"x12"). You can do the same section multiple times.

My understanding is that because it's a chemical paint cleaner only (no abrasives AFAIK) it won't reduce swirls. Doesn't matter really there are other meg's products for that.
DC#1 does have some diminshing abrasives, but it is very very (very) mild. If you used it by machine, with a polishing pad, it can remove some light swirls. But by hand, I wouldnt even worry about it being able to remove swirls. You would want ScratchX for that.
