That looks like you've got some pitting going on there - am I seeing it right? Or is this on the surface? If it's junk bonded to the surface you should be able to use a clay bar to remove it. If it's pitted they you probably need to have them stripped and resprayed.
Keep in mind that if they are clear coated, then you should treat them the same way you treat the paint on your car. Just because they're wheels doesn't mean their "different". For example, my Miata has steel fenders and doors, but an aluminum hood, urethane bumper covers and painted/clear coated wheels. It sounds like 4 different materials, but it's all base coat/clear coat, and that's what I'm working on when I polish and wax the car. I'm not polishing or waxing steel, aluminum, urethane, etc.
Once you determine exactly what the problem is with your wheels and fix it, then start taking care of them the same way you do the rest of the car. I wax mine all the time.
