They are very different compounds, they use different types of diminishing abrasives and are formulated for different types of application method.
M85 is for use only with a wool pad.
M84 is formulated for use with a foam pad but can be used also with a wool pad.
Because foam pads are ideally always used while being held completely flat to the surface and a characteristic of a foam cutting pad is to generate heat, a product formulated to be used with foam can also be used with a wool pad. This rule does not apply or work the same way when dealing with products formulated for use with wool pads. That is to say, you won't get the same performance or ease of use when using a product formulated for use with wool pads when you try to use them with foam.
The best thing to do is to have both M84 and M85 on hand as well as a selection of different types of pads so that each time you work on a car with serious defects you can experiment to see which product works best for the type of paint you're working on and the type of defects you're trying to remove.
Whenever we're trying to remove sanding marks or serious below surface defects out of paint, we always test the paint to see which products give us the best and fastest results.
