white speckles/ scratches on hood

Hi, I am looking to buy a 2000 jeep blue cherokee and the hood had these little white speckles - like cotton thread -- on the paint. What do you think? Will the paint eventually flake off? Is this common on cherokees? could it be the Colorado sun? (Any thoughts on 2000 Jeep cherokee's?

Not common with jeeps at all, we have 3 of them..

Is it the clear coat cracking or is it paint over spray? If its over spray then you can get it off by claying..
