Ive done it by hand many times. It has gotten/ hidden swirls and some but not all of some scratches. Its a good way to simplify your detailing process on your DD if you are too busy to try anything drastic
I wouldn't try to use A12 (maroon bottle) Cleaner/Wax for removing any scratches or swirls. IMO it's too mild for that. It works great on dirt and stains and will leave a smooth finish looking good.
As a consumer product A12 was designed for hand application but you can use a DA too. Since it has negligible cut I don't see a lot of point to trying it with a rotary (I've done it, but not on an automotive finish.)
I used by hand on as quick detail for a Silver Civic that had a huge scruff mark from hitting/rubbing a metal fence..and with some good amount of pressure it took the scruff mark right out. As for the rest of the car it cleaned it up quite well and left a nice finish.
Although I have never use cleaner wax via PC it is suggested to use either polishing or finishing pad. Using the polishing pad will give you a little more cleaning ability over the finishing pad.

Only reason Im using cleaner wax is because there are many paint defects on my car that only a body shop can fix (cracked bumpers, paint chips on hood, BIG PAINT CHIP FROM EGGS, EPOXY ON PAINT!!!). I probably wont be able to get it fixed until winter is over. I want to protect the raw metal from rusting from the salt. Just want to do something quick and cheap for now then do a major detail once everything is fixed.

SINCE THERE IS DEMINISHING ABRASIVES IN SOME OF THE POLISHES, IS THERE EVER A REAL NEED TO USE A CUTTING PAD WITH IT, SEEMS THE ABRASIVES WITH JUST A POLIHING PAD WOULD WORK, MAY TAKE A LITTLE LONGER, BUT ALSO GIVE A PERSON MORE CONTROL OVER HOW MUCH THEY ARE REMOVING, ??

keep in mind the Cutting Pad is not recommended for use via PC. So... polishing pad is a good bet.
