Assuming the clear has failed the only way to actually fix it is to sand it down and spray fresh paint.
It’s theoretically possible to just repair the localized damage and blend the repair into the surrounding paint but it’s iffy. Getting it to match can be very difficult (probably, maybe not, it’s a **** shoot).
Since the paint there went south there’s a good chance the rest of the hood isn’t far behind. I’ve never heard of a body shop that was willing to try a spot repair. They wouldn’t be able to guarantee the match and for them it’s easier to just repaint the whole panel anyway.
If you’re just going to respray anyway it might be worth trying, just to postpone the expense. Most people just live with it until they get new paint. Kind’a depends on how adventurous you are and how comfortable you are with painting.
