Pressure over time breaks the diminishing abrasives down. The action of the tool also plays a huge part in a products ability to abrade, or clean defects out of the paint. A buffing pad rotating against the finish offers more cleaning, or abrading ability under pressure than a machine that oscillates.
This is why the rotary buffer is the tool of choice for removing sanding marks in a body shop situation. It's fast and effective.
