Is it good to use an all purpose rubber, vinyl, plastic spray for my clear plastic light lense?

Well, you are kind of comparing two different products.
APC, or APC+ are going to be stronger cleaners, even if diluted. So they will be able to clean dirtier cars, get the really stuck in dirt off.
The QID wipes and spray are good cleaners, but generaly going to be for milder situations, and quicker work.
You can do a light dusting real fast with the QID, whereas the APC is going to take a little more time, as you will have to apply it, work it in, let it sit perhaps, then wipe off.
Also, neither will leave any protection, so you will want to follow up with some kind of protectant if you are doing a deep cleaning.
For a light dusting with QID, I dont think it will remove your previously applied protectant.2017 Subaru WRX Premium - WR Blue

Here's what I do...it should help answer your question:
I use APC as a cleaner prior to using a protectant (in my case, Natural Shine). I use the QID as an "in between" quick cleaner for light dusting in between applications of APC/Natural Shine. Also, if the surface is still clean but needs a little gloss, you apply some Natural Shine without the APC. But I wouldn't do that too often. Clean your dash once with APC and you won't believe how clean it turns out
