You might try some metal polish. Looks like there is a bit of rust in there. I've also used Color-X as it is a good cleaner and I believe it has some wax too. MPPC is also a good strong cleaner.

actually if you are talking about the middle part where the bolts connect i suggest some sandpaper. looks like years of metal to metal pressure/contact stains.
I have that on the inside of my winter rims and nothing got it off, but i haven't tried claying it yet, still waiting for Canadian Tire to restock the clay

Ok, like mentioned above.... clay and a paint cleaner. See what that will do for you. Cleaning the inside of wheels is not fun but its worth it, apply a coat of NXT or #21 and your set.
