Most of my dash board is vinyl-covered, however the section closest to the windshield is painted metal. I was wanting something to protect this area (it does not matter if it shines or not), should I use a wax like I use for the interior, so a product like hyperdressing?

A product like Nxt Tech Protectant, Hyper Dressing, etc should leave a coating over the paint there to protect it, and is good for the vinyl of course.
However, for the best looks, I think your idea of waxing it is great, and the wax will last a long long time. Just be carefull about getting wax on the vinyl, can be hard to get of sometimes.
I would apply the vinyl dressing you choose, then the wax carfully. Then go back and buff off dried wax, then buff off the excess dressing.2017 Subaru WRX Premium - WR Blue
