Here is Meguiar's official recommendation regarding the cleaning of the foam pads:
From Mike Phillips:
How to clean Meguiar's foam buffing pads
Meguiar's does not recommend washing any of our foam buffing pads either by hand or by machine.
Meguiar's recommends,
* Tapping them when they are dry to knock loose any dried product * Holding an absorbent terry cloth towel into them when they are wet to absorb excess product out of them. * Storing them wet in a zip-lock bag for re-use later * Turning the polisher on while holding the foam pad against an absorbent cotton terry cloth towel to transfer excess product into the towel * Brushing dried, excess product from the face of the pad using a nylon bristle brush, like a toothbrush for example.

when i'm finished with the pads, i let them soak in a a mixture of warm water and dawn. i then squeeze the excess water out and let them dry on top of my grit guard.
I just finished washing one of my my Ultimate Bonnets. I used a MF-specific detergent, hot water, regular cycle, multiple rinses with distilled white vinegar in the final rinse, machine dry on low temp. Been washing/drying them this way for ages and they're all still like new. FWIW I was cleaning it after using it to buff off #16.
After using #80, I hand wash my Meguiar's pads with Dawn and hot water and then twist/blot as dry as possible, letting them air dry the rest of the way. Hasn't affected the velcro adhesive (yet) or caused any other problems. #80 washes out pretty easily, don't worry about a little remaining staining from the green/brown pigments.

I do the same, only had a velcro backing fail once a long time ago and none since. I have found they dry a little faster if you stand them up on end.
