ok here is my second question, what is the best way to remove water spots from my 2003 black paint and glass?

Usually a paint cleaner like ScratchX if you want to work by hand. If the water spots are mineral deposits sitting on top of the paint then a combination of using a clay bar followed by a paint cleaner and the a wax usually works pretty good.
