Clean wheel and tires when QEW can't cut it?

Well are there anytips on cleaning the tires and wheels when I am using QEW (hose is froze) it works great on the paint but is not cutting it on the tires I ordered Safe D Greaser and APC. How could I use these without having to rinse with a hose?
I maily want to get all old dressing off so I can use my HD when it comes in so I have a clean surface for it to be applied so sling will be minimized???????Any tips? Greg.

Anytime I feel the car is too dirty for QEW or there are areas of the car too dirty for QEW, I grab some appropriate chemicals and head over to the self-serve car wash. If it's the wheels I'll spray them down with some Wheel Brightener maybe give 'em a little scrub and then spray them down with the high pressure wand.

If you don't have self-serve wash bays near where you live try a touchless car wash. If you don't have either of those I would wait for warmer weather. As a final, final, final resort you could go through a tunnel wash that has brushes, but I wouldn't do it.
