    A TSB is a Technical Service Bulletin, they inform dealers and repair facility of know issues with their vehicles.

      Thanks for all of your help guys!

      Unfortunately, there is no TSB for my condition. I posted on a Jeep forums website, and about 6 people responded that they were having the same problem with their 1998's.

      I guess I should be preparing to save up for a paint job.

          I was just looking to buy a blue 2000 jeep cherokee and saw the same thing --little 'speckles' in the hood - I wouldn't call them scratches, but like little pieces of white thread all over the hood. I like the car, but don't want the hood paint to flake off anytime soon.

          Thoughts?

            if you can feel it with your hands, probably it's contamination then the sokution would be claying. if not, it's a clear coat failure. either u can wet sand it and finish with a rotary or better yet, have it repainted
            before u rev em up, shine em up!
