A little advice please

I need a little help. I just bought a 04' dakota (red) and it is mostly looks good. But there are noticable spiderwebs under bright sun. A PC is not in the budget right now.

1) can i use #83 by hand

2) If no what can I use?

3) Should I use a paint sealer

4) any other advice to make my new baby shimmer and be protected for the winter
