Nope, it is recommended that you Ultimate Polish or Pure Polish before applying Ultimate Wax. You will notice that after UP treatment, not only will your paint look deeper and glossier, it will aslo feel a bit tacky as if wanting to grab on to something (like the wax). Some companies may require a complete strip down of old wax/sealant (can be done thru paint cleaners, solvents or dawn) to ensure maximum bonding, but Meguiar's official stand (as far as I know) is that wax needs something similar for it to bond properly with the paint.
As for my experience with Polish-Wax concerns, some time ago I applied M07 Show Car Glaze (a very oily product) before applying NXT 2.0, no issues. It actually seemed more durable with M07 underneath.
