to be honest I have no clue but I would think that it can as ScratchX is a strong paint cleaner
try claying the paint instead of using scratchX. Claying will remove bonded surface contaminants and it would remove it, if that didnt work i would try Deep Crystal Step 1 with a 100% cotton terry towel.
