is #2 more aggressive than 83?

It is between M80 and M83. I will be using M02 on my Neon when I have time to detail it!

i have used mo2 before with a rotary. mo2 will leave fine scratches on the paint and you will have to follow up with another compound

First off, M02 isn't a compound, but a paint cleaner. Second, every paint is different. While it may leave micromarring on your paint, that doesn't mean it will do it to all. Works fine for me on both of my cars. It doesn't instill scratches though. That would be a dirty pad and or dirty towels.

Neither M02 or M83 scratch the paint. Each paint reacts differently to each product. Scratches from polishing come from dirty pads and or towels.
