There's a lot of different types of decals and graphics on the market so there is no black and white, or yes or no answer.
Some graphics have a smooth glossy appearance and applying a wax like NXT Tech Wax over them either maintains the original look ore makes it look a little better.
Some graphics are more on the flat or matte appearance and getting any kind of wax product on them will tend to either stain them or dull them down.
It's best to avoid using a wax on any kind of graphics or decals until you check with the manufacture for their recommendation.
You can also try testing the product of your choice to a small, inconspicuous area and see how it goes and make your judgment based upon the results you see with your own eyes.
Better to test first and be safe versus be sorry...
