You can probably get the blue part off with some polish or compound by hand but the paint itself is damaged, (see the cracks in the paint?)That can only be fixed by sanding and repainting .

But Im sure it will look 90 percent better just getting the blue scuff mark off .

As detailchick points out, there is damage here that can only be repaired by sanding down the damage and repainting the panel. The blue areas sure look to be paint transfer from whatever it was that came in contact with the bumper, and that should come off easily enough with some Ultimate Compound. It will look better from a distance, but up close you're going to see all those cracks in the paint until you have it repaired by a body shop.

I have had good luck removing paint transfer with Isoprophyl and non-chlorinated brake cleaner. The latter costs about $3 at walmart - just spray some on a clean cloth, and slowly rub it on the paint transfer area. Be careful though - brake cleaner will be fine with clear coat, but will cut through base paint easily - so if you are not sure how to do this, go with UC. You can remove it by hand, but the scuff will have to be touched up, sanded, and buffed.

I think it would be better for him/her to use the Ultimate Compound. The UC is much safer to use. Plus, you never know when you need to have some on hand.

You can do a temporary fix meaning remove that scuff mark with ultimate compound, I can't confidently recommend sanding because if not done right, can make that look worse and cost a bit more in the end when you do plan to have it fixed. I would first make a pass using ultimate compound using a microfiber towel using moderate pressure then same method using lighter pressure, then finish off with ultimate compound using a foam applicator with even lighter pressure. Just an idea that you may want to try out, hopefully it works out.
