The best liquid product for smoothing out touch ups is Plasti-Kote Paint leveler:

It is not like paint reducer or thinner. The percentage of ketone is different but it makes a big difference.
There is nothing that is as good by other companies. I showed it to a guy that has more then 20 years of experience in painting and detailing and he ordered a case from Plasti-Kote.
They only make it in one ounce bottles. I know on the internet there is an other product from an other company and it is 6 times the price and Plasti-kote is better.
