If you do a search using Harbor Freight you should be able to pull up some threads on this topic as it has come up before.
Nutshell answer...
Some people have had really good luck with them while others have not, so it's kind of the luck of the draw.
Jimmy Buffit, a professional detailer has posted he's had good luck with them.
We've posted that if nothing else the work great for a pad cleaner, place you foam or wool pad on them and then bring up your RPM's and draw a nylon brush over the face of a foam pad or a spur over the face of a wool pad, basically a $30.00 pad cleaner.
Some people have posted that the motor has burnt up after using.
Keep you receipt, but should be a good way to test the waters so to speak, if you find you like using a rotary then down the road you can upgrade to a professional quality unit.

It is the unit I have. Just being a weekend warrior It is all I needed to get the hang of using a rotary. So far no problems with it. Just remember go to a auto salvage yard and get a hood to practice on before using it on a vehicle.
I purchased a Harbor Freight rotary to learn with. After using it on my father's car and achieving great results, I purchased a Flex 3403. For me, staying between 1K and 1.5k RPMs was the ticket. Make sure to clean your pads often and use a proper amount of product.
