To see defects while detailing, is fluorescent lighting the best to install in my garage ?

Actually, you want a combination of lights if you can swing it. Here's a thread that discusses this and if you do a search you can find a few other threads as well...

I'm sure I put in my $0.02 about lighting on the thread Mike linked to so I'll spare you the broken record.
I have dozens of 8' fluorescent tubes in my shop but they don't show any marring except the really awful scratch types of damage. I sometimes joke that if I can see it under fluorescents it must not be my carGood for general illumination, but lousy for swirl-spotting.

I find that fluorescent tubes are good for spotting surface defects such as pittings, pinholes, etches, blemishes, etc. While halogen spot lamps are good for spotting swirls, holograms, cob-webbings, and scratches.
