Solid Black Paint in one spot on door frame ( by door hinge) clouding

hi all I have a relatively new sports car (5 years old) bought from dealer.
I have been using the full step process to get the car looking great but in one area I have a weird Clouding effect that I only pick up in some light. It is only in the passenger for frame bend near the lower door hinge.
I'm at a loss what it is, what caused it or what to do? the issue is not anywhere else on the car.
