I am sure you would be fine waxing the black painted section of the wheels with nxt. You want to make sure the wheels are really clean first. It looks like the outside of the wheel is polished? Does that have a coating on it? If so, you can wax that also. If not polish it with nxt metal polish.
THANK YOU! Now, would I wash, dry then wax? And the Lip is silver. It is not chrome, and It coated like the black part. So polish the lip, and wax the rest...?

I took the liberty to save your picture to my hard drive, then upload it into my gallery so I could correctly display it here for all to see as we don't allow people to use the Attach File option on this forum for good reasons.
Like Lt1Corvette and 2hotford have already kindly suggested, you can wax the both the painted and the polished areas with a wax, and to restore the brilliance to the polished areas you can use NXT All Metal Polysh.
Wax coatings don't tend to hold up very well on wheels that are exposed to high heat situations, (this includes our waxes or any companies waxes), so you best bet is to find something you like and use it often to insure top notch appearance levels. How often is a variable that will be heavily influenced by how you drive the car and your expectations.
Don't forget you can also clay the painted wheels if you ever discover bonded contaminants.

If the wheels are clear coated, I would use a sealant like NXT Tech Wax, #20 Polymer Sealant or #21 Synthetic Sealant.

I've got alum wheels which i doubt are clear coated. I've polished them with the Gold Class Wheel Cleaner already. Since i don't have a clear coat, would there be any benefit to apply the Tech Wax as a sealant?

Yes, it will protect the rims longer and slow the oxidation process (P.S. if your rims are not CC, your application cloth will turn black on uncoated aluminum)
