Most of the products I see say clear coat safe buy I was asked to do a polish and wax on a vehicle that is an acrylic enamel with no clear coat on it. Car in question is a black 65 Lincoln that was repainted 2 year ago. What's the recommendation?

You can still use those same products. Clear coat is just paint after all...
If you have them, you can use some of the "older" polishes such as M80 or M83 for the correction, as they contain polishing oils that can make SS paint look deeper and richer.
