Dilution Ratio vs. Dilution Factor

There is often confusion between the two terms, and I've seen instructions on some household products specifying a 'dilution ratio' when their further explanation actually meant to say a dilution factor.

For Meguiar’s concentrated products, when instructions say to create a, for example, 1:10 solution, does it mean a dilution ratio of 1 part solute (e.g., APC) to 10 parts solvent (i.e., water), or does it mean a dilution factor of 1 part solute to 9 parts solvent (where the ‘10’ represents the final amount of solution including the solute)?

Well, on the plus side, other than maybe Wheel Brightener, nothing Meguiars makes really needs to be that exact, and likely wont see much difference.

But Meguiars does usually word it as 10 parts water + one part product.
